The consistency analysis code is applied. It is found that, if the energy confinement time reaches 1.6 times of the prediction of the L-mode scaling law, the Q-value of about 4 is possible for the full current drive operation at the input power P_in of 100MW (Q is the ratio of fusion output and P_in ). In the ignition mode, where half of the current is inductively sustained, Q approaches to 15 for this circulating power.
